With Taiwan’s economic advances and rising incomes, people began to put more emphasis on leisure and entertainment during the 1990s. Furthermore, in step with social liberalization, the information explosion, and people’s quest for knowledge, the concept of lifelong learning gained favor. The renovation of the “reserve area” of the hall began in 1990 and was completed in 1993. In rapid succession new spaces opened one after another, including the unveiling of the Zhong Zheng Library in July of that year and the hall’s art gallery in November. In October of 1994, a room recreating CKS’ office was opened. In 1997 children’s classrooms opened.

With these new facilities, the hall launched many new programs and services. On November 6th, 1993, it simultaneously launched arts and crafts classes, “Happy Life Lectures” and weekend film screenings, thus establishing closer relations with the people and helping to build a solid foundation for the promotion of social and educational work. The office became increasingly involved in events outside the hall as well. In October 1992 Cloud Gate performed its work Legacy on the plaza for the first time, attracting more than 60,000 members of the public as spectators. On October 31st, 1993, to celebrate the birthday of CKS, the hall sponsored its first large-scale public interest activity, “An Expression of Gratitude—Dancing Together with Love,” amid an atmosphere of nostalgia and thanksgiving. On January 18th, 1997, the hall teamed with the promoters of the Disney film 101 Dalmatians to project Dalmatian-like spots onto the outer walls of the hall at night as a way of promoting the film. Moreover, in accordance with the Volunteer Service Act promulgated by the Ministry of the Interior, in 2001 the hall formally began to recruit outside volunteers as teachers and attendants, who now serve on the front lines providing services to visitors.
